What Legacy Lens is
Legacy Lens is an independent deterministic decision authority for regulated legacy systems. It issues or refuses governance decisions based solely on provable guarantees derived from source artifacts under a declared governance context.
Legacy Lens is invoked when a decision is questioned: by a regulator, auditor, monitor, board, or court.
What Legacy Lens is not
- Not a migration tool.
- Not a translator.
- Not a runtime simulator.
- Not a compliance certifier.
- Not a probabilistic scoring engine.
Non‑negotiable properties
- Determinism: same input → same outputs → same hashes.
- Replayability: evidence can be verified years later.
- Context‑bound governance: context is declared, recorded, immutable.
- Refusal: where provability terminates, authority terminates.
- Offline posture: no telemetry, no external calls.
