License modes

• Evidence Mode — generates deterministic evidence bundles and supporting PDFs without issuing authority decisions.
• Authority Mode — permits issuance of authority records under a declared governance context.

Why a license is required to start

Because authority must be controlled. The offline kit refuses to run without a signed license file to prevent unauthorized issuance and to preserve evidentiary integrity.

Expiry behavior

• New authority decisions are disabled.
• Bundle verification and replay remain available.
• Historical authority records remain auditable.
