License modes
- Evidence Mode — generates deterministic evidence bundles and supporting PDFs without issuing authority decisions.
- Authority Mode — permits issuance of authority records under a declared governance context.
In Evidence Mode, documents are supporting artifacts only and must not be treated as issued authority.
Authority tiers
- Tier A — Registry-scoped authority — one authority decision under one registry + one declared context + one bounded scope.
- Tier B — Registry stewardship authority — multiple scoped decisions under the declared context; registry stewardship capabilities by engagement terms.
- Partner — Limited window — up to 3 authority decisions within 72 hours of first issuance.
Why a license is required to start
Because authority must be controlled. The offline kit refuses to run without a signed license file to prevent unauthorized issuance and to preserve evidentiary integrity.
Expiry behavior
- New authority decisions are disabled.
- Bundle verification and replay remain available.
- Historical authority records remain auditable.
