  • No runtime execution.
  • No inference beyond source evidence.
  • No compliance certification.

Engagement order

  1. Contract: scope and governance context.
  2. Invoice: authority permission.
  3. Issuance: authority record or refusal.
  4. Evidence preserved: verification remains valid.
